No question of royalty review

Kota Kinabalu:
Datuk Seri Musa Haji Aman said Sabah cannot seek a revision of the five
per cent petroleum royalty because it is not provided for in the 1976
Petroleum agreement signed between the State and Federal Governments.
The Chief Minister, who is also
Finance Minister, said in this respect there is need for everyone to
realise that there are still many opportunities to benefit from crude
oil in Sabah waters.
In his winding up speech for the
Finance Ministry at the Budget sitting at the State Legislative
Assembly, Thursday, he said some of the opportunities had been
channelled to the Ninth Malaysia Plan through several high impact
projects like a petrochemical industry and power plant.
Luyang Assemblywoman Melanie Chia
had earlier urged the State Government to initiate a review the 1976
Petroleum Agreement and revise the oil royalty from five per cent to no
less than 20 per cent.
She said that under any normal
circumstances of contract, 32 years was a long time. "If we take the
five years review period allowed under Article 1120 of the Federal
Constitution for the Special Grant, we could already have six reviews,"
she had said.
Melanie also proposed that the
State Government review its sources of revenue, especially through
direct revenue and grants from the Federal Government.
She said the Special Grant given
under Schedule 10 Part IV Section 2 (1) was reviewed by the Sabah
Special Grant (first review) Order, 1970 and had since remained at
RM26.7 million per year in 1973 until today.
"Although the Constitution allows
a review every five years, it has not been done since 1973. It seems
the formula for deriving to the amount has also never been clearly
spelt out," she said.
However, Musa said he had
mentioned on several occasions in the House that the State Government
had taken effort to get a revision on the Special Grant. "But, it may
take some time because the State Government wants to get the best

for the two commodities increased between 28 and 51 per cent, he said,
adding that the Finance Ministry had also taken into consideration the
planning by agencies identified as the main revenue earners.
Meanwhile, speaking after the
State Assembly sitting adjourned sine die, Musa said he was happy to
note that members of the House had participated actively in the Budget
debate, showing their commitment to serve the people.
He said he had also directed
government officers and elected representatives to work hand in hand
and committed to bring benefit to the people.

si musa bilang indada dlm parjanjian yg membulikan karajaan negeri sabah meminta utk dinaikkan ruyalti minyak..... tp si anwar dlm nespaper ari ni bilang si musa 'salah' sabap ruyalti minyak buli dinaikkan..... sia mo dingar apa serita newspaper bisuk.... dan apa kumin yb2 sabah.....
